EAST POINT, Ga. — Take a trip to downtown East Point, and it might feel like taking a trip back in time. Henry Adeleye's decided to set up shop in East Point seven years ago to grow his family and cupcake business, Kupcakerie.

"We were looking for a place that was up and coming, because we didn't have a lot of capital to open in Midtown or Buckhead," Adeleye said. “It’s right down the street from the downtown area of Atlanta, adjacent to MARTA, and there’s just a lot of land, a lot of opportunity for development. I think it’s a prime candidate for a development like this.”

Just across the street from Adeleye's business, a patch of grass and gravel will soon give way to a $150 million development. East Point City Council voted to build East Point Commons in 2021. Two years later, minority-owned Mynd Match Development Group will prepare to break ground on the project Dec. 29. On Friday, the city finalized a purchase and sale agreement for the land to be developed.

Excell Lewis III, president of Mynd Match, said he visited East Point while working on another project. He submitted a request for proposal, did his research and fell in love with the opportunity to develop the area southwest of Atlanta.

"There’s so much opportunity here with Hartsfield Jackson just about seven miles down the road, Tyler Perry Studios in the opposite direction," Lewis said. “In terms of the development, we’re going to create more than 1,500 jobs as a product just throughout the construction phase and on.”

The first phase of the development will include a health clinic, retail and restaurant space. Nearly 200 apartments and a parking garage will also be installed in phase one. Phase two calls for a mainstream grocery store, nearly 200 more apartments and another parking garage. The apartments will be a mix of market rate and affordable options, according to Lewis. Phase three will include 24 townhomes for sale.

The project will be constructed in partnership with 30 companies that are mostly minority-owned and local to the Atlanta area. City Councilman Joshua Butler grew up in East Point and said this development would revitalize the city and the region.

“It’s a once-in-a-lifetime opportunity to have contiguous acreage in your downtown area where you get to shape the look, culture and feel," Butler said. "No other city really has that opportunity. So it’s lifetime transformation that’s about to go down here in East Point. We’re in the year 2023. It’s time for something new, vibrant, fresh that we can attract young people back to the city of East Point and expand what we want to do in other areas of the city.”

The project is expected to bring millions of dollars in economic impact. Lewis said each phase will take about 18 months to complete.

New clinic will address lack of healthcare resources in south Fulton County.

EAST POINT, GA – OCTOBER 30, 2023 – Morehouse Healthcare (MHC), the clinical services arm of Morehouse School of Medicine, today announced the “soft launch” of Phase One of its new Morehouse Healthcare at East Point clinic in partnership with Fulton County and Atrium Health, a part of Advocate Health, the third-largest nonprofit health system in the country. Located in the BuggyWorks complex at 1513 East Cleveland Ave., Building 500, East Point, Georgia, the new clinic will help to mitigate the critical lack of healthcare resources in the area.

“As Morehouse School of Medicine continues to lead the creation and advancement of health equity to achieve health justice, we are committed to providing compassionate care, and innovative medicine to the residents of south Fulton County,” said Morehouse School of Medicine President and CEO Valerie Montgomery Rice, MD, FACOG. “We are pleased to join our partners, Fulton County and Atrium Health, to help restore healthcare resources and expand primary care choices in this area. We see this as a significant first step to meet the healthcare needs of local residents and we will continue to seek out opportunities to increase access to quality health care throughout south Fulton County.”

Earlier this year, the Fulton County Board of Commissioners approved a contract for Morehouse School of Medicine to establish the clinic. The medical school presented research to the board that showed the area was a “healthcare desert” with, for example, no medical specialists in cardiology, pulmonology and infectious diseases for the area’s 240,000 residents.

“Nothing is more important than the health and wellbeing of Fulton County residents,” said Chairman Robb Pitts. “Our community is facing a crisis in health access. The East Point clinic will offer comprehensive primary care services. When fully implemented the clinic will have over 20 exam rooms, will have the capacity for six providers who will see patients across the full life spectrum, and will operate with extended hours. Morehouse Healthcare at East Point’s current hours of operation are 8 a.m. to 5 p.m. Monday thru Friday.

The new clinic will also serve as a training facility for Morehouse School of Medicine’s innovative, nationally recognized Community Health Worker (CHW) certification program and is expected to train up to 12 CHWs annually, each of whom will receive a stipend. The Community Health Worker program trains local residents to serve as health advisors to fellow citizens in the community, helping them address barriers including access to health care, insurance or lack thereof, poor health literacy, transportation and childcare.

The mayor of East Point is promising more transparency and accountability after an audit showed the city had fallen victim to an email scam back in 2021 which cost them nearly a million taxpayer dollars.

And taxpayers and some city council members only learned about it for the first time this week.

"I pledge to everyone that as we move forward we will move forward with full transparency," said East Point Mayor Deana Holiday Ingraham at a special called city council meeting Thursday night.

An audit report was presented to the council earlier this week that showed the city had lost $1,219,287 in an email scam in 2021.

According to the report, scammers hacked city employees’ email accounts through a phishing email.

The hackers then sent four fake invoices from city email addresses asking for the funds to be wired to a fake company.

Which city employees did.

The city was able to recover about $434,197 from the fourth wire transfer when they finally caught on to what was happening.

But they still lost $785,090 from their general fund.

The public and council only found out about it from that audit report.

"There is no transparency, we would not have known about it if it hadn’t been for that," said former East Point Mayor Earnestine Pittman.

Several city council members echoed her concerns about being kept in the dark by city management and staff.

"To be here and not express the disappointment of not knowing that this amount of money was missing, and to have it come up in a questionable audit, is not good. In fact, it’s very bad," said City Council member Joshua Butler IV.

City Manager Deron King said staff didn’t tell the council because it was under investigation by the FBI and wasn’t sure how much they could share.

But council members disputed that claim and asked city staff to be more transparent with matters like this.

City council member Stephanie Gordon questioned how city staff could wire that much money from an email request with no oversight from management.

"There was absolutely no controls in place…there’s no excuse for it," Gordon said.

King and staff leadership said they have since instituted more checks and balances, including having multiple people sign off on a wire transfer before it is sent.

"As Mayor of the City of East Point, I will continue to take responsibility when we find ourselves not where we should be," Ingraham wrote in a statement sent Friday. "The changes needed at this time have already began."

But many at the meeting Thursday said they felt the damage had already been done to their trust in the city.

"There is no accountability for how money is spent in East Point," Pittman said.

King said the city may be able to get some of those funds reimbursed through their cybersecurity insurance, but council members questioned whether that was possible now that so much time had passed.

After the response at Thursday's meeting, officials say the City Council approved hiring firm Tab & Tab LLC to complete an audit by early August 2023. The firm will also start an audit of fiscal year 2022 at the same time.

The city will also hear proposals for a forensic audit firm and add monthly financial updates to the public meeting agenda.

"I can assure you there will be full transparency during this entire process with an emphasis on accountability to include timelines and benchmarks," Ingraham said.

"Rosales Financial Group (RFG) is a financial advising and auditing firm that employs best industry practices. We hold a fiduciary duty to our clients, the public, and key decision makers. We fulfilled our work as auditors for the FY2021 and reported our findings to the City of East Point’s governing body. Among various recommendations, we advised to complete an independent fraud examination and encouraged transparency with its citizens and regulators."

Two years after it was announced, a multi-pronged development expected to inject downtown East Point with hundreds of jobs, housing options, and commercial vibrancy has set a potential start date.

City of East Point officials on Wednesday approved a real estate purchase deal with Atlanta-based Mynd Match Development Group that green-lights the redevelopment of 9 acres in the 2700 block of Main Street into a mixed-use hub called The Commons.

As laid out in site plans, The Commons calls for roughly 79,000 square feet of commercial space in the form of offices, shops, and restaurants, all situated just north of East Point’s historic downtown and MARTA hub.

On the residential side, 316 multifamily units and 23 single-family townhomes are in the works, alongside 11,440 square feet of amenity areas. Plans also call for 403 parking spaces for residents and visitors in two garages, with more parking at street level.

Mynd Match Development Group; designs, TVS

According to city officials, the land deal with Mynd Match allows for “transformative” development and “marks a significant milestone in East Point’s ongoing efforts to enhance its economic vitality and quality of life,” per a Thursday announcement.

A groundbreaking ceremony for The Commons has been set for Friday, Dec. 29 to “serve as a symbol of progress and a testament to the collaborative effort” between the city and development partners, according to city officials.

Initial redevelopment plans for the largely empty 9 acres were unveiled in late 2021, when project leaders predicted the TVS-designed venture would cost $111 million.

The project’s broader goal is to provide equitable housing, more services, and retail options while extending the city’s walkable appeal northward toward downtown Atlanta, city officials have said.

Future prices of The Commons townhomes and apartment rents haven’t been estimated to date.

East Point Mayor Deana Holiday Ingraham has predicted The Commons will become a placemaking cog for downtown that spurs further revitalization. Excell Lewis, Mynd Match’s chairman and CEO, forecasted in 2022 the project will create 1,500 jobs, including work for local contractors during the building process.
