PPG Development, one of the most active developers in South Florida, paid $13.95 million for a site in Hallandale Beach that’s slated for its new headquarters.
Saber Hallandale II LLC, an affiliate of Saber Real Estate led by Michael Klinger, sold the 1.4-acre site at 1800 and 1820 E. Hallandale Beach Blvd., plus 1800 Layne Blvd. They currently have 6,082 square feet of office buildings. Saber Real Estate assembled the four lots for a combined $4.5 million between 2015 and 2018.
“We are happy that it has landed in the hands of Ari Pearl and his team who we are confident will turn it into a gem for the city of Hallandale Beach,” Klinger stated.
PPG CEO Ari Pearl said he plans to develop the site with a mixed-use project that will include his headquarters. The site is zoned for retail, office and residential. He’s working with Miami-based Kobi Karp Architecture to design the plans. It will need about 18,000 square feet there for its headquarters, he said.
“The reason we chose Hallandale is because it’s central to where the bulk of our projects are now,” Pearl said.
PPG has about 550 units planned in Hallandale Beach, 730 units planned in North Miami Beach and 1,800 units planned in Hollywood, he said. The company is currently based in the old Diplomat country club building in Hallandale Beach, but it needs to move out in order to make room for the high-end Auberge hotel to be developed.
“With what we built with the Slate apartments across the street, which is breaking records as far as rent in the area, and what we are doing at Shell Bay with Auberge, a five-star hotel and country club, that is helping to transform the area,” Pearl said. “And then there’s the Oasis project nearby, although that is not ours. The whole area is becoming more of a corridor for true luxury.”

Pacific Star Capital filed plans for a mixed-use project just north of Gulfstream Park in Hallandale Beach that would include a grocery store and 20-story apartment towers.
The developer’s letter to the city mentions Whole Foods as a potential tenant.
The Miami Beach-based developer, through affiliate 600 Hallandale Partners LLC, submitted plans to the city in July for the 8.05-acre site at 600 E. Hallandale Beach Blvd. It acquired the property for $58 million in 2022. It currently has a mostly vacant 65,409-square-foot shopping center, which would be demolished.
Under the preliminary plans, Pacific Star Capital would develop 720 apartments in two buildings of 20 stories each, 130,100 square feet of retail – including a 47,500-square-foot grocery store anchor – and a 1,217-space parking garage.
The application says that roof parking on the grocery store building was “in accordance with the approved Whole Foods’ executed lease.”
The letter of intent notes that Pacific Star Capital previously developed a Whole Foods-anchored shopping center on Biscayne Boulevard in North Miami, and it’s currently building a Target/apartment complex in Miami Beach.
“This eight-acre swath of land in the heart of Hallandale Beach represents a golden opportunity to inject new investment into the area and create a vibrant activity node,” Aria Mehrabi, principal of Pacific Star Capital, stated in the letter to the city. “In addition to removing underutilized and economically stagnant retail and parking lots for better quality development, the project will celebrate the architectural heritage of the area and create new opportunities for the entire neighborhood to enjoy.”
The letter mentioned several waivers it would need for the project, including allowing extra density without providing civic open space, reducing the setbacks from the street, having an exposing parking garage on the ground floor instead of active uses, and providing 5% of units as workforce housing instead of 15%.
In a statement to the Business Journal, Mehrabi said he hasn’t finalized the site plan and scheduled a hearing before the city’s Planning & Zoning Board.
“Once we have an approved site plan, I can provide better data on what will take place here,” he said.
The preliminary site plan by Alfonso Jurado Architecture in Miami shows pool decks on the fifth and sixth floors of the apartment buildings, with amenities including a fitness center, a yoga room and a sports simulator.
There’s been a wave of redevelopment around Gulfstream Park as people seek to live closer to the racetrack, entertainment and dining destination, as well as the beach.

BH Group is expanding its development pipeline into Hallandale Beach with a proposed 14-story condo-hotel near Gulfstream Park.
Aventura-based BH, led by Liat and Isaac Toledano, submitted a site plan application to the city of Hallandale Beach for a building with 138 condo-hotel units, 60 condos and 4,000 square feet of retail. The residential component would sit atop a garage podium with 284 parking spaces, renderings show. The developer is also proposing a 2,450-square-foot public plaza with a fountain at the intersection of Federal Highway and Southeast Eighth Street.
Miami Lakes-based Cohen Freedman Encinosa & Associates is the architect. The Hallandale City Commission would have to approve the project after it goes through a staff review and city boards.
BH is under contract to acquire the 0.8-acre development site at 804 South Federal Highway, adjacent to Gulfstream Park, a racetrack, casino, entertainment and retail complex. The property is currently owned by an entity managed by Noah Slimak and Eduardo Wainberg in Hallandale Beach. The entity paid $5.1 million for the site in 2013, records show.
BH is co-developing several projects across South Florida, and recently co-purchased a prime retail property in Palm Beach County. Last month, the firm and its partners, Coconut Grove-based Related Group and Boca Raton-based Pebb Enterprises, paid $19.2 million for the ground lease for Ocean Walk, a beachfront retail plaza in Singer Island.
In August, BH and Related won site plan approval for a 37-story condominium with 350 units on a development site adjacent to the Diplomat Beach Resort in Hollywood. The city of Hollywood also signed off on an amended master plan for the joint venture’s planned 500-room hotel on another development site near the Diplomat Beach Resort.
Near Aventura in Miami-Dade County, BH is partnering with Lennar to develop 103 luxury single-family homes at Presidential Estates, a 104.3-acre residential community that was formerly a golf course and clubhouse. The joint venture is finalizing an agreement with the Presidential Estates Homeowners Association to settle dueling lawsuits in Miami-Dade Circuit Court.

The firm scooped up 1.4 acres on the southwest corner of Hallandale Beach Boulevard and Golden Isles Drive for nearly $14 million, with plans to develop its new headquarters on the site, according to a source familiar with the matter. The lots are at 1800 and 1830 Hallandale Beach Boulevard, and 1800 Layne Boulevard.
Project plans, including the height and square footage, are yet to be hammered out, though the vision is that PPG would use some of the offices and either rent out or sell the remaining spaces, the source said. Under the existing development regulations, the site allows for office, retail and residential uses.
The sellers are entities led by Michael Klinger that had purchased the parcels for a combined $4.5 million in several deals in 2015 and 2018, according to records. Klinger is managing member of real estate investment and development firm Saber, which currently has an office on the Hallandale Beach site.
Led by Ari Pearl, PPG is based at 501 Diplomat Parkway, which is less than a mile north of the purchased site.
“Hallandale is very central to the bulk of our current development projects,” Pearl said.
At 501 Diplomat Parkway, PPG is partnering with Witkoff and Premium Capital Resources on a second project phase, called Shell Bay Club, with 60 hotel keys, 108 condo-hotel units, 15-acre golf practice facility, a clubhouse with food and beverage outlets, a spa and wellness center, ballroom and entertainment space. Construction has not yet started. PPG and Premium completed the first phase, called Slate, with a 26-story, 250-unit luxury apartment building.
In North Miami Beach, PPG plans a 728-unit multifamily project with indoor and outdoor amenities on the former Nova Southeastern University campus site at 1750 and 1775 Northeast 167th Street.
Hallandale Beach has caught investors and developers’ eyes.
Developer Grupo Eco has been working on the Atlantic Village project with a pair of six-story office buildings and 118,000 square feet of restaurants and retail. In partnership with Apollo Companies, Grupo Eco is developing the final phases consisting of a 12-story, 57-unit office-condo building. A group led by Giuseppe Iadisernia started building this year the 500-unit Oasis condominium at 1000 East Hallandale Beach Boulevard.
