Meanwhile the conditions didn’t seem to be fazing restaurant goers at Art’s Place in Kitty Hawk, WAVY’s KaMaria Braye reports.
12 p.m. The City of Norfolk announced Thursday that the York Street Parking Garage (at York and Boush streets) and Brambleton Lot (Brambleton Avenue, just east of Scope Arena) will allow free parking from 2 p.m. Thursday through noon on Saturday, Sept. 2 because of heavy rainfall resulting in flooded roads.
10:35 a.m. The Dare County Sheriff’s Office says all roads in Dare County on Roanoke Island, and the beach, are clear and passable. There is about a foot of water on the road near Sandy Bay between Frisco and Hatteras. There are about 2 inches of water across both lanes of NC12 north of Oregon Inlet Campground, and between 4 and 6 inches of water and sand across both lanes at Pea Island Refuge.
9:30 a.m. Andy Fox is on the Outer Banks today with live updates on NC 12 conditions. Follow him on X for the latest.
8:15 a.m. NCDOT says crews are working to keep NC 12 open.
The Chesapeake Bay Bridge-Tunnel is also operating with Level 1 wind restrictions. The speed limit is 45 mph with no passing.
7:30 a.m. All areas of NC 12 on the Outer Banks are open as of 7:30 a.m., NCDOT says.
All primary routes and secondary routes have areas of standing water from heavy rain, but no issues have been reported at this time and there are no closed routes,” said NCDOT communications officer Tim Hass. “A lot of wet, blown sand on Highway 12.”
Hass says “However, this is NOT a day to be out on the roads in Dare County unless absolutely necessary.”
7 a.m. There are gusts to around 40 mph in Kitty Hawk, KaMaria Braye reports.
6:45 a.m. Ocean overwash has closed NC 12 north of Buxton.
There’s also now a flash flood warning for Currituck County until 12:45 p.m., and one for Chowan and Perquimans counties until 11:30 a.m.

There are heavy downpours in the southern Outer Banks, with gusty winds. Places like Hatteras have seen as much as 6 inches of rain. There are currently several flash flood warnings in the area into the morning.
Dare County officials say more than eight inches of rain water is on NC 12 in the area of Village Marina. There’s about two inches of rain across both lanes of NC 12 just north of the Oregon Inlet campground.
NC 12 is clear from Pea Island to the Basnight Bridge, but there is blowing sand. There’s also sand in both directions of NC 12 on the first half mile north of Buxton.

Meanwhile Hampton Roads has gotten less than half of an inch of rain so far with breezy conditions and gusts around 30 mph near the shore.
The storm’s expected to be right to our southside by around 2 p.m. and really out to sea by Thursday night.

With confetti and cheers, Wawa broke ground on the Outer Banks Friday morning for its first North Carolina store, right across the street from the new Target.
The convenience store/gas station chain plans to open the store at 1900 N. Croatan Highway in Kill Devil Hills in the first quarter of 2024, beginning a five-year expansion into North Carolina that will include 35 stores east of Interstate 95. Over the next 10 years, Wawa plans another 50 stores in the state.
After the Outer Banks, the next Wawa will go up in downtown Elizabeth City, company officials said during the groundbreaking.
Wawa chose the Outer Banks for the first North Carolina store due to its proximity to the Virginia market, as well as the local “sense of community,” said Kim Dowgielewicz, director of store operations.
“When you think about our company values, it seemed like a natural transition for us,” she said.
The Outer Banks Wawa will employ 35 to 40 people in a 6,000-square-foot store with eight gas pumps, 52 parking spaces and two underground tanks, according to site plans filed with the Town of Kill Devil Hills.
The store will be on the west side of U.S. 158 — the main thoroughfare through the beach towns of Kitty Hawk, Kill Devil Hills and Nags Head — just south of Fifth Street and across the bypass from Target, which opened April 2. It will be the third convenience store on the same block, competing with Circle K and Speedway, which is in the process of rebranding as 7-Eleven.
It’s also one of two convenience store chains to locate their first North Carolina stores in the Outer Banks. Earlier this month, Royal Farms opened in Currituck County along the main route to the Outer Banks from the north.
The family- and employee-owned Pennsylvania-based Wawa chain operates 1,000 stores in six states and Washington, D.C. The closest store to the Outer Banks previously was in Chesapeake.
The chain got its name from the town where it opened its first dairy operation — Wawa, Pennsylvania — in 1902. Wawa is said to be a Native American word for Canada goose, and company officials played on that connection for the new Kill Devil Hill stores, located about a mile from the Wright Brothers National Memorial, where brothers Wilbur and Orville made their famous first flight.
“Wawa is flying into North Carolina,” said Jay Ratcliffe, the company’s regional manager.
To build each store, Wawa will invest about $6.5 million and employ about 140 contractors and local partners, Ratcliffe said.
At the groundbreaking, Wawa presented $3,000 checks to two regional nonprofits — the Coast Guard Foundation and Dare County Special Olympics — in a show of commitment to the community.
The Coast Guard Foundation plans to use the funds for sports and outdoor recreation equipment and funding recreational spaces for Coast Guard members and families in the Kill Devil Hills area, specifically for the Oregon Inlet unit.
Special Olympics will use the donation to support local athletes in the 2023 Special Olympics North Carolina Summer Games.
