Bay County extends roadside debris collection

PANAMA CITY, Fla. (WMBB) — Bay County officials said Monday that they will continue to collect resident storm debris until February 1.The debris will be collected from public rights-of-way in three areas: the Thomas Drive and Grand Lagoon area, around Resota Beach Road in Southport, and in the Bayou George area.“We recognize that residents are still working hard to recover their properties since the devastating storms that struck on Jan. 9,” Bay County Commission Chairman Tommy Hamm said in a news release, &ld...

PANAMA CITY, Fla. (WMBB) — Bay County officials said Monday that they will continue to collect resident storm debris until February 1.

The debris will be collected from public rights-of-way in three areas: the Thomas Drive and Grand Lagoon area, around Resota Beach Road in Southport, and in the Bayou George area.

“We recognize that residents are still working hard to recover their properties since the devastating storms that struck on Jan. 9,” Bay County Commission Chairman Tommy Hamm said in a news release, “and we want to make sure that we give everyone ample opportunity to do what the need to do.”

What kind of debris may be placed on the right-of-way?

Only storm-generated debris should be placed in the right-of-way. Storm-generated debris includes tree limbs, logs, and branches; loose construction materials created by the storm event; items inside the residence destroyed by the storm; broken glass; and wallboard, carpet, and other building materials damaged by the storm.

Regular household garbage should not be placed in the right-of way, and should be disposed as it was pre-storm.

Items removed as part of the demolition, reconstruction, repair, or removal of a residence should be disposed by a contracted waste-service provider. Debris is eligible for placement on the right-of-way if the demo/reconstruction is done by the homeowner or a volunteer group.

Who can place debris on the public right of way?

Only Bay County residents in the affected zones may place storm debris on the public rights-of-way. Commercial businesses, including apartments, should arrange with their contracted waste services provider for disposal. Waste from commercial properties should not be placed on the right-of-way.

Bay County will not pick up debris from unimproved property or land used for agricultural purposes.

Contractors assisting with the demolition, reconstruction, repair, or removal of items from a residence are required to arrange for disposal of items from the property. Contractors are not permitted to dispose of debris on the right-of-way and should haul the debris to a landfill.

What about private roads?

Bay County will not pick up items on private roadways inside gated communities. Residents on private roads inside gated communities whose insurance will pay for debris removal need to arrange for disposal of debris with a contracted waste services provider.

Will the landfill charge for residential delivery of storm debris?

Citizens with identification and/or proof of residency within the affected zones may continue to drop their debris off free of charge at the Steelfield Landfill, located at 11411 Landfill Road, Panama City Beach, of State Road 79. The landfill is open Monday-Saturday from 7 a.m. to 4:30 p.m. and on Sunday from 7 a.m. to noon.

How long will the roadside pickup continue?

The initial pass for debris cleanup began Jan. 16 and will now continue through Feb. 1. The need for any additional debris collection will be reevaluated as necessary.

What can you do to help?

Residents are asked to ensure that contractors have arranged for the disposal of waste from the demolition, reconstruction, or repair of their homes.

Unauthorized dumping on county rights-of-way is a felony. Please report any illegal dumping to law enforcement.

Owners of commercial properties who have placed material in the right-of-way should arrange for its removal as soon as possible. Commercial debris not removed by Feb. 1 may be subject to law-enforcement action.

There are times in a young athlete's career when you face a form of adversity that will either bend or break you. Bozeman star center Noah Gray faced adversity early in his high school hoops career but did not let it stand in the way of reaching his ultimate goal.

With the lack of success the team had on the court Gray was able to contribute on varsity his freshman year, but that would soon all change with a slew of incoming transfers that offseason.

"I went from starting my freshman year to being benched my sophomore year, where I maybe had 34 points all season," Gray said. "I knew I had to step it up so that sophomore summer I did things differently."

Gray attacked the offseason competing on his father's team in several AAU tournaments working on every facet of his game. The work seemed to pay off during his junior year where he averaged 12.3 points, 7.5 rebounds and 1.2 blocks per game. These numbers were a drastic jump from the 1.8 points and three rebounds Gray averaged a year prior.

"My junior year I was paired with a twin tower Noa McClelland and it helped to have a guy who can go in and out so I would not have heavy minutes," Gray said. "Now in my senior year, I am prepared to take on those heavy minutes."

This past summer Gray took his offseason workouts to another level, training at Gulf Coast State College with assistant coach Jaron Taylor. Gray said Taylor helped develop his game when it came to layups, hooks and everything you would as a big man without a back-up on the bench.

The extra work has paid off with Bozeman flying high with a county's best (17-2) record led by Gray averaging 14 points, 10 rebounds and three blocks per game.

One of the more underrated parts of the big man's game is his command on the court when it comes to calling plays and pointing out the spots where his teammates can slash or dish him the ball. He credits his dad for instilling in him from an early age, that as a big man, he has to be more than just layups and rebounds but be able to read the floor and know where everyone is supposed to be on the court.

"He does everything he is asked to defensively and offensively and is one of the best bigs in the area," Bozeman Boys Basketball coach Matt Granville said. "He is our senior leader, our captain and he gets us into our offense and where we need to be."

With the basketball season winding down and playoffs just on the horizon, Grey is putting out feelers on a potential collegiate basketball opportunity.

"I had my first college call the other day with Pratt Institue (New York) and the coach seemed like a pretty nice guy," Gray said. "I've had some other New York teams, Division-III reach out to me, but just being able to be on a phone call with these coaches means a lot to me."

ORLANDO, Fla. - On Tuesday, a sprawling storm hit the U.S. South with tornado warnings and high winds that blew roofs off homes, flipped over campers, and tossed furniture in Florida.

At least three deaths were attributed to the storm system as it moved through the Florida Panhandle and into parts of Alabama and Georgia by sunrise Tuesday, along with several reports of radar-confirmed tornadoes, the National Weather Service (NWS) said. Storm-related injuries were reported in Florida, but no deaths.

The NWS sent out tornado survey teams on Wednesday to examine suspected tornado damage and said additional teams would be deployed on Thursday. The NWS later confirmed that at least two strong tornadoes hit Bay County, where significant damage was seen around the Panama City area.

"We can confirm that one tornado touched down in the Lower Grand Lagoon area and tracked northeastward into Panama City before lifting. This tornado will be rated EF3 due to damage in the Lower Grand Lagoon area," the NWS tweeted. "A second tornado spawned from the same parent supercell thunderstorm touched down in the Lynn Haven area and tracked northeastward, resulting in significant damage in the Deer Point Lake area. This tornado will be rated as an EF2 due to damage in the Deer Point Lake area."

A section of Panama City Beach, Florida, showed parts of roofs blown away, furniture, fences, and debris strewn about, and a house that appeared tilted on its side, leaning on another home. About 10 miles (16 kilometers) away in Panama City, police early Tuesday asked residents to stay indoors and off the roads "unless absolutely necessary."

A wind gust of 106 mph (171 kph) was recorded before dawn near the coast in Walton County, Florida.

Panama City Office making positive impact on the Florida Gulf Coast

MOBILE, Ala. – When Hurricane Michael hit the Florida Gulf Coast five years ago, it nearly destroyed the Panama City.

One of the agencies that played a significant role in the city’s recovery and turnaround since the storm is the U.S. Army Corps of Engineers, specifically Mobile District’s Panama City Project Office.

The two leading roles of the office are Navigation Operations & Maintenance and Dredging and Disposal Area Management.

With a large area to cover for both missions, the Panama City Office is always busy.

“We handle the Navigation O&M mission for the eastern half of the District on the coast,” said Waylon Register, Panama City Project Office Manager. “Our office is split into two sides: a survey side and a construction management side. The survey side (Navigation Support Section) consists of a team of surveyors and cartographers who measure water depths to make maps of our channels for the commercial shipping industry to use. The other side is a team of engineers and inspectors who oversee dredging operations and a wide range of heavy earthworks.”

The key focus of the office is working with its customers and partners to find cost-effective solutions to their problems.

Whether the problem is big or small, the Panama City Office works hard to help its customers solve their problems.

“Recently, we played a major role in helping the Port of Panama City deepen the channel leading to a new terminal they were establishing at the former West Rock papermill site,” Register said. “Not only does this help keep the port economically competitive, but ultimately, it will more than double the long-term Port capacity, leading to additional job growth for the region and hopefully creating new jobs to make up for some of those lost when the papermill and adjacent chemical plant closed.”

Kevin Nazario, Civil Engineer technician, who has worked for USACE since 2015 and works on the Survey Vessel St. Andrew, conducts hydrographic surveys of the Gulf Intracoastal Waterway and occasionally fills in as an inspector doing Quality Assurance work on dredging projects, says he wouldn’t ever leave his position as it is his dream job.

“My duties have a wide range from conducting hydrographic and topographical surveysto operating the vessel and vehicles,” Nazario said. “I love working here in the Panama City Field office. I am always traveling, as far as the Louisiana state line to St. Mark’s, Florida. Every day has different challenges, from weather conditions, water currents, troubleshooting equipment, and other vessels in the waterways.”

Nazario said his most memorable experience working in the Panama City office was a recent deployment to Ft. Meyers, Florida, to provide support for those affected by Hurricane Ian.

Register said his advice to young people interested in a career with USACE is to get out and watch, participate, and learn the work being done.

“Spend as much time in the field as possible,” Register said. “In my case, that means construction and dredging, but I’m sure it applies equally to environmental field work, natural resources, etc. Early in your career is the best opportunity to develop technical competence.”

Jerry McLendon, Civil Engineering technician, said the Panama City Office is a great workplace and positively impacts the Mobile District and USACE.

“I believe our site office plays a big impact on the Mobile District and USACE as a whole,” McLendon said. “We are responsible for a lot of waterways to make sure stay deep enough for shipping traffic, which provides transportation for the movement of commercial goods to the ports, which affects our national economy.”

Transportation officials have begun work on a proposal for a new toll road that would bring a four-lane turnpike linking Interstate 10 and U.S. 98 in Northwest Florida.

The proposal, which is still in its infancy, comes after the Bay County Transportation Planning Organization requested a study about building a toll road from I-10 to U.S. 98 about a year ago.

The Turnpike Enterprise, a division of the Florida Department of Transportation, presented a rough outline for the project last week, and a draft study report is still being finalized, according to department spokeswoman Ivette Ruiz-Paz.

But the fate of the concept is still a long way off. Carol Scott, Florida’s Turnpike Enterprise planning manager, said that the proposal still needs to go through numerous studies and reviews, and would need support from local communities and private-sector partnerships showing that the project could pay for itself.

Three routes are being considered, according to FDOT. Each route is planned to connect to I-10 more than 20 miles east of the U.S. 231 interchange in Jackson County. The routes will begin near the bend of U.S. 98 and Tyndall Parkway. Two of the routes span through only Bay, Calhoun and Jackson counties, while one cuts through Bay, Gulf, Calhoun and Jackson counties.

How long will the proposed toll road be?

The three routes range between 45 to 53 miles.

How much will the project cost?

FDOT projected the total cost of the proposal to range between $2.76 billion and $3.11 billion. Transportation officials estimate that construction would cost about $58 million per mile and said motorists would face a 20-cent-per-mile charge, which comes to $10.

What benefits would the new toll road provide?

Bay County officials believe the toll road would provide a new emergency-response route, improve commuter travel, support Tyndall Air Force Base and the terminals at Port Panama City and ultimately bring more SunPass users into the region.

When would the project be complete?

If the project moves forward, it is projected to be completed in 2035, though even officials say that estimate is optimistic.
